In probably the end of may 2021 I got a letter from 'Statsforvalteren i Oslo og Viken' OUR DATE 21.05.2021 and OUR REF. 649053 which was excepted from public access (attention) ("U.offentlighet") by reference to

'Act relating to the right of access to documents held by public authorities and public undertakings (Freedom of Information Act)' Section 13 the 1st part: "Information subject to a duty of confidentiality - Information that is subject to a duty of confidentiality by or pursuant to law is exempted from access"

and by

'Lov om behandlingsmåten i forvaltningssaker (forvaltningsloven)' Paragraf 13.(taushetsplikt). 1.ledd nr. 1: "Enhver som utfører tjeneste eller arbeid for et forvaltningsorgan, plikter å hindre at andre får adgang eller kjennskap til det han i forbindelse med tjenesten eller arbeidet får vite om: 1. noens personlige forhold".

Some weeks later I got a new letter from the same OUR DATE 14.06.2021 OUR REF 649053 with an orientation about the decision in the case. Since I am not allowed to refer to the contents in the letter (can that really be permitted?), I use the initials from the words of the heading (such as 'NATO' is short for 'North Atlantic Treaty Organization') which are

OOAPSOV - Ragna Augusta Devold Grøver

plus the birth number which serves as personal identification and tax number in Norway.

The letters inbetween the initials could invoke associations to 'Musevisa' = ''The mouse song' - a traditional christmas song by Alf Prøysen including wording in first stanza "If nobody goes in the trap but takes care to avoid it, then everybody will soon be able to celebrate Christmas again". Heisan hopsan fallerallera etc.

When I was back in Vienna now on 24 january 2024, there was an orientation letter about a new law in Austria that terminates the old GIS = TV/radio licence fees and turns it into a new ORF-Beitrag. What is special about this is that licence is now no longer paid according to the possession of TV/radio but according to Hauptwohnsitz - your main residence address - and people have to pay whether they have a TV/radio or not - it seems to take it for granted that everybody watch TV or something like that. This means that it in actual fact is a matter of a 'council tax'. I have resided in quite a number of european countries but seen the phenomenon of council tax in only England who a few years ago BREXITed from the European Union. There has recently been talk of a 'DEXIT' = the theory of Deutschland = Germany exiting from the union. Although this is not a probable theory, it could mean that the british council tax applies to the german area - which then could mean an annexation of Austria into Germany. The phenomenon of KLIMA-BONUS which the austrian government has given out through 2-3 years - some 250-500 euros per year per person for covering expenses of electricity - could also in principle be a whispering from the austrian government to the austrian people that something strange is going on. Why not simply reduce the electricity prices instead? Some theories: The sum could perhaps suffice for every austrian to buy their own handguns, since that is still permitted defence, or it could mean that the days of the Staatsvertrag are drawing to their end since there could have been too much military buildup in Austria and maybe there has been too much international terror that 'applies' to the austrian situation. (I discussed in another article e.g. the university shooting in Prague some time ago). So maybe there comes up a suggestion for negotiations about a new German[ic] Union?

However, there exists another possible understanding of this.

The orientation of 21.05.2023 from 'Statsforvalteren i Oslo og Viken' mentioned a name which invokes strong associations to the idea of 'silver screen of RAI' - and RAI is the italian national broadcasting as a counterpoint to the austrian ORF. When I lived in Ehamgasse in Vienna in 2005-2008, I had a TV for some time and watched RAI a few times - but then the channel suddenly fell out and did not come back. It can also be noticed that my own website has used the SILVER background colour on most of the pages (such as the present one).

However, the initial letters (with 'Musevisa' inbetween?) OoaPsoV - Ragna Augusta Devold etc could furthermore invoke associations to ORF-beit-RAG- na etc. (There was some time ago an attack of smell of humid dog fur which perhaps could be traced to the annual regulations of the social insurance fees by the norwegian parliament - which for my case lead to 31 NOK less monthly from 'NAV', the pensions office - cp. NAV-tallet = the NAV number of the monthly payment of the pension). 'Naftali Bennett'? 'Beit' is hebrew for 'house', norwegian for 'bit' (by e.g. dog).

The new ORF rule is based on Hauptwohnsitz and the new registration requires TAX NUMBER ('Steuernummer'). I do not have a tax number in Austria since I pay tax to Norway - and Steuernummer is not obligatory in Austria and it can be changed if one moves to a new location. It is therefore possible that the law includes a special case for me. I sent on friday 2 february 2024 the following email for inquiring about this:

Soll ich dafür etwas tun oder ist alles in Ordnung?

There came an automated answer (which contained no answer to this question) before the weekend.

There is no bank account number for this ORF-Beitrag to find anywhere - so it may be that it is not so trivial to send the annual fee through the bank either. It must be avoided that I get in conflict with the law - even if I have not had a TV since 2008 - only a radio is necessary in case there should come the sirens from the civil defence calling for 'listening to radio'. But since the new licence fees are not dependent on whether you have a TV or not, it is an irrelevant matter.

It was when I searched for the 'Lov om behandlingsmåten i forvaltningssaker (forvaltningsloven)' that I first came to Forskrift til forvaltningsloven (forvaltningslovforskriften) where I looked up section 13 the first part "Paragraf 13.Unntak etter pristiltaksloven: I saker etter lov 11. juni 1993 nr. 66 om pristiltak paragraf 1 har en part ikke krav på å gjøre seg kjent med bearbeidelse av faktum etter forvaltningsloven paragraf 18c når saken gjelder en hel bransje eller en vesentlig del av en bransje. This 'Forskrift til forvaltningsloven (forvaltningslovforskriften)' is only a 'preamble' or 'regulation' for how to (?) apply or understand the law - it is not the law itself. Hence it relates to the law itself like 'ORF-Beitrag' relates to the 'OoaPsoV - Rag[na] etc' - and therefore the question is whether the slightly strange ORF-Beitrag (as a council tax?) really is about escaping the problems that could follow from too much plagiarizing - and in particular it should be noticed that if Beit is hebrew for 'house', these problems of plagiarisms should not be solved by pulling jews out from their houses.

Hebrew 'beit' = 'house' seems to be pronounced like 'byte' and hence could apply also to my silver screen homepage and electronic representation of my authorship generally.

Then the question comes up: If it looks like the state of Austria maybe is facing a dissolution by inclusion in some neighbour state(s), is this supposed to apply to my authorship instead? What sort of politics would that be?

In particular: Why has nobody else taken these plagiarisms up in court - but seem to wait for me to solve their problems? Not to speak of avoiding new persecutions of jewish people or genetics?

The two female names that signed the decision from 'Statsforvalteren' of 14 june 2021 could invoke associations to the forms 'marry a neighbour at telly' (the senior advisor) as well as 'mere terror married-L' or maybe 'mere terror from the valley'. Peristaltics?

Of course one has to speculate if this story of the two potentially interrelated laws (Norway and Austria) could have been the result of clever manipulations from the international secret intelligence services - and that the parliaments involved need not even have been aware of this. I did not check out whether the two letters I got from 'Statsforvalteren' were real or fake - but assumed that they were real.

In this old article, removed some years ago but presented here again for the reference, I mentioned Bernt Vestre: 'Logic on the screen'. I notice current norwegian cabinet member Vestre - and the idea of the 'silver background colour' for my website. The name of Andreas Bjelland Eriksen could be taken to be in reference of the 'spelling' of 'byte' or 'ORF'?

The law that prevents me from quoting the letters from Statsforvalteren concerns 13.1 'somebody's personal relations'. It may be that if there are secrets in the story of the 'octogon', these should be told.

What does the old page tell? It should not be taken to mean that 'this person is incompetent in what he writes about' - rather it should be taken to mean 'this person is in rather desperate need of being informed about certain important matters'. The article contains the observation "It appeared to me that there are reasons to believe that my novel 'The Dreamer' was stolen from my computer possibly as early as 1995 but certainly there is evidence of such possible theft in november 1999". It is this novel which I have speculated could have given rise to a flood of more or less plagiarizing publications in the genre of 'subliterary works' - and I have noticed examples from film such as Bertolucci's 'The Dreamers'. Bertolucci was, as far as I remember, in the jury for the Venice film festival where there perhaps could have been more examples of the same?

From the above law section 13: "...an entire industry or a significant part of an industry. The same applies to the recommendation from the Competition Authority to the ministry..." Has there been theft of ideas or non-crediting plagiarisms by 'competitors' from my scientific articles (such as these or these) as well?

I can mention two very obvious cases of similarities with my work in the Dogana exhibition:

1) Room 8 (out of 19 rooms) shows a wooden root of a tree by Fischli & Weiss plus some spider-web forms in mainly brown plastic by Mark Grotjahn. The exhibition (arranged while I was living in a studio flat in Venice) was called 'Mapping the studio' - and I inevitably had to wonder whether it was my own studio flat it referred to. It is now 15 years since I wrote it and I am still as uninformed as then, in spite of many thousand pages of a similar 'uninformed' kind. But I do not want classified information - as is seen also from the above discussion when I cannot refer to the contents of the two letters I got from 'Statsforvalteren'.

"We all have to follow the rules", said Mr.Grover. Why should I pay more than apparently normal on the train? That really made me a little low of mood when it was the day after I had published this article, and only a few weeks after I had published this article which I believe is a very great leap forwards for egyptological studies. Why should one continue to protect the 'bransje' at my cost?

(The reason why I had to write the present page was that there could be a certain strong mis-balance in my relation to society as far as intellectual property rights are concerned and while I go around waiting for the answer from service@orf.beitrag.at to my inquiry I will be walking around in 'klabbeføre' - wet snow giving huge slabs or lumps of snow under the skis - and there will be the risk that the 'confidentiality' contained in such a letter in the mean time could come to be abused by administrations for wriggling on democratic principles etc. No coup attempts in some remote republic, I hope. I recall the terror in Vienna on 2 november 2020, for example).

6 february 2024: The bank informed me today that an 'ORF-Service-Beitrag' for three months seems to have been drawn from my account on 1 february, so it is probable that there are no problems.

14 february 2024: News from London in Icelandmonitor - from a Daily Mail report: In London 1997 I lived in C2 Sherringham Avenue where a similar story took place. There I had not paid council tax since the studio allegedly had just been separated from another flat and they could not tell me how much I should pay. I lived there for a few months only and moved out on the day 12 years before the earthquake of Haiti. Is this the background of the ORF-Beit-RAGG-sokk?

17 february 2024: The alarm signal which means 'listen to radio' is in norwegian 'lytt på radio' (which is the reason why everybody needs a radio in the house and hence a council tax can take the role of a TV/radio licence fee) - cp. the english expression 'knitbrow', a word once mentioned by Ragna Grøver. 'Faren over' means 'danger over', cp. 'John Grover' - can also mean 'the father over'. Our father in heaven? The issue could be of some interest because Ragna Grøver also once used the expression (which she may have invented herself) of 'Guds finger over pannen' (for a 'meaningful' coincidence which perhaps is too good to be true) = 'God's finger across/over the forehead' - an idea which could have been present also when I visited her in the hospital after her frontal car crash in 1981 and she had a strangely clean and still open cut across the forehead - it could not have been done by e.g. a car window but more probably with a doctor's knife - and what for? Why hadnt they closed it? It was left open but not bleeding - one could perhaps have put a little finger inbetween the 'lips' there. It had to strike an alarm in my mind - what sort of story was this? It was in the same year 1981 - probably later in the year - that I drove in a street in Rome with Hiliry Harvey on my righthand side (it was her car) and I suddenly changed track rightwards when another car ran into hers (the one I drove) from behind. Why had I somewhat impulsively changed track? 'Gutt svinger over på annen [fil]' = 'boy turns over onto the other [lane]' could be the description. Nowadays 'listen to radio' is perhaps a little outdated - could be 'listen to the LAN/WiFi' could be more up to date. It can be noticed that the name of Hiliry Harvey could be a quite puzzling description of the impression which the open cut across the forehead had left on me. I notice also the childhood story when I looked in a book about 'rettsmedisin' = 'forensic medicine' where I saw a photo of something similar - only on the throat instead of the forehead - cp. the 'throat abscess' of 1975. Would a mention of e.g. 'foreign sick insurance' have been enough for me to change lane? I drove the car also on another occasion after Hiliry Harvey had been to get some contraceptive installed.
